On 7th March 2025, the Commission Delegated Regulation (EU) 2025/20 was published by EASA. This regulation supplements the Basic Regulation (EU) 2018/1139 of the European Parliament and Council and lays down requirements for the safe provision of ground handling services and for the organisations providing these services.

Commission Delegated Regulation (EU) 2025/20 aims to improve the safety and efficiency of ground handling services in the European Union.
Some important points of the regulation are:

  1. Safety requirements: The regulation lays down safety requirements for ground handling services to ensure a high level of safety.

  2. Responsibilities of the organisations: Organisations providing ground handling services must declare that they are capable of providing these services safely and are responsible for managing operational risks.

  3. Adaptation to the state of the art: The regulations take into account the current state of the art and best practices in the field of ground handling as well as the standards and recommendations of the International Civil Aviation Organization (ICAO).

  4. Flexibility and proportionality: The rules are proportionate to the scale and complexity of ground handling services and provide the necessary flexibility for tailored compliance.

How can compliance with the new regulation be ensured?

To become compliant with the requirements of Commission Delegated Regulation (EU) 2025/20, organisations providing ground handling services must take several steps:

  1. Declaration of capability: Organisations must make a declaration that they are capable of fulfilling their responsibilities in relation to the safe provision of ground handling services.

  2. Implementation of a safety management system (SMS): A comprehensive safety management system must be implemented that covers all aspects of ground handling services, including risk analysis, risk management and continuous monitoring.
