EASA has highlighted GH Services as an area where a number of occurrences take place, resulting in damage to aircraft and equipment, and physical injuries, which have significant impacts on aerodrome operators and GHSPs. Their aim in developing new regulations is to maintain a high level of safety and a level playing field across Europe. Furthermore, compliance with common rules will permit free movement of persons and services in the EU.

The Basic Regulation 2018/1139 contains Essential Requirements (Annex VII parts 4 and 5) for Ground Handling Service providers (GHSPs) On 07.03.2025 the European Union has published the

• Commission Delegated Regulation (EU) 2025/20 — Requirements for ground handling services and organisations providing them and

• Commission Implementing Regulation (EU) 2025/23 — Requirements for competent authorities to conduct oversight of ground handling services and organisations providing them

both applying from 27 March 2028.

This 2-day course is intended to assist ADR Operators and Competent Authority Inspectors understand the proposed new Regulations for GHSP, and discuss some of the problems that might arise at specific Aerodromes with Application and Oversight. Ground-handling Organisations will need to apply these Rules, fully, and they will also need to comprehend the structure of EU/EASA Regulations and Rulemaking, and the application of CA Oversight. This course can be adopted for in-house training, to include an Introduction to the EU/EASA System.

Laura Nobili

Laura Nobili has been working in the aviation sector since 1992. At Bologna Airport in Italy, she has held various roles, starting from ramp activities to quality management systems, safety management systems, and ultimately serving as the Operational Services Manager. She also collaborates with various working groups related to safety aspects in Italy (Assaeroporti), in Europe (ACI and EASA), and is a technical member of the group organized by EASA for the development of ground handling regulations.

Participants are responsible for making their own travel arrangements. The accommodation and travel costs are at the charge of the participants. Please note that airsight does not perform any travel and hotel bookings for the participants. Rooms can however be booked directly by the participants by contacting the hotel. We would like to point out that from January 2025 a City Tax of 7.5% will be imposed on overnight stays for business and professional purposes in Berlin.

Organisational Details

first training day:  10:00 am - 5:00 pm
last training day:    8:00 am - 4:00 pm

Coffee breaks and business lunch are included in the course fee. At the end of the course, all participants will receive an airsight certificate based on EASA training regulations, which is highly recognised throughout the aviation industry.
