Operation of Unmanned Aircraft – Rules and Procedures Under Regulation (EU) 2019/947
This training provides a comprehensive introduction to the European regulations for civil unmanned aircraft systems (UAS), commonly known as drones. We begin by clarifying key terms and definitions related to unmanned aviation. The main focus is on the continuously evolving legal framework for operating drones in the open and specific categories, as defined in Regulations (EU) 2019/947 and 2019/945.
Small drones can serve various purposes at aerodromes, such as surface inspections, maintenance, and security tasks. We will explain the concept of geozones and the types of authorizations required to fly drones in the airport environment.
A key part of the training is the Specific Operations Risk Assessment (SORA), developed by JARUS (Joint Authorities for Rulemaking on Unmanned Aircraft Systems). SORA is a step-by-step process that evaluates two risk levels: Air Risk Class (ARC) and Ground Risk Class (GRC). Based on these, a Specific Assurance and Integrity Level (SAIL) is assigned to a planned drone operation. From there, mitigation measures are defined to meet Operational Safety Objectives (OSO). In Europe, SORA is implemented as AMC and GM to Regulation (EU) 2019/947. This course will help you understand the challenges drone operators face when applying for operational authorization in the specific category.
As drone numbers grow, integrating unmanned with manned aviation becomes increasingly important. We will therefore cover the European U-Space regulations (Regulations (EU) 2021/664, 2021/665, and 2021/666), introduce U-Space services, and discuss key integration topics such as electronic conspicuity and altitude reference systems.

Trainer
Veronica Schömer, Pilot B787, M. Eng.
Veronica is a highly knowledgeable and experienced aviation expert with a passion for flight safety. She took her first steps into aviation more than 20 years ago in a glider club. As first officer on Boeing 737 and senior first officer on Boeing 747 and 787 Veronica gained more than 18 years of experience in commercial aviation with 7000+ flight hours. She holds a bachelor’s degree in industrial engineering and a master’s degree in mechanical engineering.
With her thesis on confidential safety reporting as a starting point Veronica has an interest in the role of humans in ultra safe and highly automated systems. Specialising in European aviation regulations Veronica strives for the adaption of safety concepts known from manned aviation to the rapidly evolving and diverse drone industry.
Representing the International Federation of Air Line Pilots’ Associations (IFALPA) at the JARUS Industry Stakeholder Board Veronica supports the successful integration of manned and unmanned aviation.
