EU/EASA-compliant Training Programme for Münster/Osnabrück Airport (FMO)

airsight was assigned to draft a training programme for Münster/Osnabrück Airport (FMO). The project aimed to create a concept which would allow the aerodrome operator (FMO Flughafen Münster/Osnabrück GmbH) to ensure effective and efficient training of their personnel, while at the same time maintaining regulatory compliance. In particular, compliance with the Implementing Rule ADR.OR.D.017 had to be maintained and ensured.
The drafted training programme encompassed safety-critical roles from Operations, Maintenance and Management.
The project began with a training needs analysis based on the requirements set out in Regulation (EU) No. 139/2014 (Part ADR.OR and ADR.OPS).
The training needs were then clustered for Operations, Maintenance and Management functions to allow a quick and efficient overview of the different training needs. Individual recurrent frequencies – based on ADR.OR.D.017 – were assigned to the respective training needs.
The training concept enabled FMO to further derive and create the respective training and test materials in compliance with Regulation (EU) No. 139/2014.
Besides the training programme, airsight together with FMO developed a structure for the conduction and recording of Proficiency Checks. This mainly includes elements to be regularly checked for each of the identified functions.
Regular meetings, discussions, and feedback sessions were held to gather insights from the client's perspective and incorporate their valuable input into the programme. This collaborative approach not only ensured the programme's effectiveness but also fostered a sense of ownership and engagement among the client's involved departments.
