Aviation Impact Assessment for New Constructions in Airport Vicinity
Developments in the vicinity of airports are in most countries strictly regulated to ensure that the safety of air operations is not compromised. This process, called "safeguarding", shall facilitate the safe integration of new constructions around airports. This process generally involves stakeholders with diverging interest, including: the local planning and aviation authority, the airport operator and air navigation service provider, as well as the project developers and local community.
While some aspects, such as “airspace protection” is well regulated at an international level (ICAO), other common risks associated to new constructions are often unknown to stakeholders, as there is a lack of guidance material for assessing all impacts for new developments around airports.
Numerous airports are affected today by hazards induced by “unmanaged” new developments and construction risks, and several incidents have been reported worldwide by aircraft pilots, air traffic controllers, airport operators – and the surrounding population.
Risks together with possible mitigating measures should be investigated at the planning and design stage, to prevent a rejection of the building applications or the later implementation of costly technical and operational solutions.
